The Liaison Group has been established by Glenside Progressive Assn. Inc. as a result of the Hearing and Proceedings on the construction of Westchester Drive extension.

There will be no works carried out between the 24/12/2011 and the 09/01/2012 inclusive.
Review of any issues
WCC has invited input on proposed changes to batter. These changes are additional to the resource consent granted. The changes are the geologist’s recommendation as a result of the discovery of softer ground material in that area. This discovery will require the cutting to extend beyond the original anticipated boundary. The shallower cut will lower the risk of a slip and allow for more planting and revegetation to occur along this section.
The sub-contractor is working outside the designated hours of work on earthworks to the Western section. Fulton Hogan have addressed this issue with the sub-contractor and assured that it will not be repeated.
Dust is becoming an issue for many residents. Fulton Hogan are to monitor and apply further mitigation measures where possible. It is anticipated this issue will be reduced from March as west end of road will have tack-coat seal and topsoil mound from fill works will be dispersed and seeded about then. Specific issues on dust are to be directed to the Liaison Group.
The layout of cones on Middleton Road for the roundabout construction is causing an issue for some residential access and traffic safety. This will be investigated further by the contractor and resolved where appropriate.
Work planned for period 6 December to 7 February
Construction of the staging on Central pier of the western bridge to be continued. Concrete and footings will be poured before Christmas break.
Addition of rock at footing of redirected stream section to offset possible undercutting and support wall structure.
Resource consent to be applied for by Wellington City Council to reduce the angle of the batter in the central section.
Pilot track to be established through from central section to Wall 4 at Middleton Road end.
Work on Wall 2 to be completed and Wall 3 to be started, both in central section.
Work to continue on Middleton Road roundabout with anticipated completion February 2012.
Work completed for period 2 November to 6 December
Stream diversion in central section completed with eel habitat included. Additional larger temporary home for eels placed in stream as resident number was greater than anticipated and continued activity at wall may be restricting return.
11 x eels successfully re-located away from central section works. Ecologist predicts the 2 larger individuals are of migrating age and may not remain in area.
Continued removal of earth from the central section.
Completion of Western wall at Churton Park end.
Pile drilling for the central pier of the Western Bridge completed.
More permanent fencing erected overlooking the stream at the corner of Stebbings Road and Glenside Road.

Piles for the central pier of the western bridge and the related abutment will begin next month.
Scrub clearance and earthworks will begin on the central section from the 1 September with digger activity in this area during the daytime. 30,000 cubic metres of earth will be removed and mostly deposited north of the road site without having to be moved through residential areas. Each truck can hold around 10 cubic metres.
An archeologist will be on site when required during this time to monitor excavation work around the grave site.
Work for the Eastern bridge, Wall 5 will recommence.
Work done previous period 26 June – 9 August
Inclement weather conditions have again slowed planned work to some degree. This has extended the project by around 40 days to date.
Re-design of the Eastern Bridge abutment on Middleton Road was required due to the discovery of a minor fault line. This has now been completed and work can continue.
Excavation work at the Churton Park end is now 70% complete.
Piles for the western bridge have been placed and the bridge wall started.
Reinforcement of the earth wall on Stebbings Road continues.

Inclement weather conditions have again slowed planned work to some degree.
Road cutting at the Churton Park end is almost complete.
Site clearance work completed at the Churton Park end (triangular area near to church).
Tracks have been cleared to survey the ground for the retaining wall in the central section of the road. This is opposite the houses at the end of Glenside Road.
Construction on wall 5 (Eastern Bridge) started on 16 June.
Further clearance work may start east of the stream at the Churton Park end. This is dependent on the weather affecting other planned work.
Work will begin on wall #1 of the western bridge (Churton Park end) in the next fortnight.
Review of any Issues
The weather has been an issue this period, causing a number of delays.
A number of reports received from residents concerned about the early start times of some workers. It is unclear as to which project these were attributed to. Fulton Hogan reiterated the conditions to its own sub-contractors and will monitor the situation. They have also spoken to the people working on the new church site.

Rip rap and bridge abutments continued to be installed at the Middleton Road end.
Tree clearing at the corner of Stebbings and Glenside Road has been completed. Most of this was done as part of a separate community work request.
Consents for additional landfill areas on Mr. Reedy’s land have been approved.
Mail drop from Fulton Hogan to affected residents occurred.
Review of any issues
Community concerns over the changed conditions of the Porirua stream during spells of heavy rain were addressed. Stream management measures are working as planned.
Sediment control measures have been independently assessed and are deemed satisfactory.

Fulton Hogan will provide a list of proposed Saturday work at next meeting.

Initial bridge works, minor stream straightening, drainage relocation and traffic management measures to begin at the Middleton Road end in late March.
Final cutting and fill-out work to be completed at the Churton Park end over the next 2/3 weeks.
Base course and metal road to be laid at Churton Park end.
Work done previous fortnight 15 Feb - 8 March
Sediment pond created at the Churton Park end to catch sediment run off from earth working activities. The pond is reported as working successfully.
Consent granted for the construction of a temporary bridge to enable construction to begin on the main bridge from Middleton Road.
More erosion control work completed at Churton Park end.
All trees now cleared as required at Churton Park end.
Construction site fenced off and signs erected.
Pedestrians are asked to keep to the north and east side of the temporary fencing and keep out of the identified construction site for their own safety.
Test pits dug in central link road area for Geotech analysis work to be carried out.
Review of any Complaints / Issues
Vehicles blocking residential access (3 reports) – Fulton Hogan will mark a no parking zone on the road in front of the property affected.
Report of sub-contractor carrying out work on a Sunday, which should not be happening. Fulton Hogan will re-affirm conditions to sub-contractors.
Wood from tree felling blocking Stebbings Stream. This was quickly removed after being reported.
Build up of mud on the bottom of Westchester Drive from link road construction vehicles. This will be monitored by Fulton Hogan and responded to accordingly.
Liaison Group meeting 15 February
Work planned for next period 16 February – 18 March
Initial bridge works, minor stream straightening and drainage relocation to begin at the Middleton Road end in late Feb / early March.
Major earthworks will not begin at the Middleton Road end until after the bridge consent has been granted and the bridge is complete. This is currently forecasted for April / May time.

Hard stand laid from the junction of Lakewood Avenue and Westchester Drive down to trees at the end of Stebbings Road.
Trees removed from the top of Stebbings Road by Treescape (contractors).
Consents for temporary bridge over Porirua stream at Middleton Road end, and for additional landfill areas on Mr. Reedy’s land have been submitted.
Plant and trucks will arrive on site at the Churton Park end of the road from 15 February.
Work on sediment pond and erosion control earthworks to begin from 18 February at the Churton Park end.
Sediment monitoring on all potentially affected streams has begun.
Review of any Complaints / Issues
Treescape vehicle blocking residential access (1 report)
Correct marking of pedestrian access through and around the construction site. The contractor will endeavor to mark clearly the correct route for pedestrians walking between Glenside and Churton Park. Please note that a route will be kept open at all times, but residents are requested to adhere to directions and signs for their own safety.
Confusion as to which contractor is responsible for what work i.e. Churton Park residential development up Melksham Drive; Construction of new school on Amesbury Drive; Footpath maintenance along Middleton Road; Westchester Link Road Construction; or Churton Park Shopping complex construction. This will inevitably occur from time to time and will be dealt with on a case by case basis to determine if complaints are relevant to this group.
The contractor re-confirmed that no earthworks will be carried out on a weekend.
Liaison Group formed January
The Westchester Link Road Community Liaison Group held its first meeting on the 25th January.
Resident Mike Bell said “As the contractors are waiting for permission to erect a temporary bridge across the Porirua Stream on Middleton Road, very little work will occur until mid-late February. Any works are likely to be scrub clearance to allow further survey work to occur, and clearance work at the Churton Park end.”
Mike advises that the next meeting is scheduled for Tuesday 15th February.

Glenside Progressive Assn. Inc. is currently seeking applications from residents who would like to be part of a small team forming a Liaison Group to monitor the effects of the Westchester Drive extension construction activities and liaise with Council and contractors regarding these.
The establishment of this Liaison Group was sought by the GPA as an outcome of the Environment Court settlement for the Westchester Drive extension.
