The Liaison Group has been established by Glenside Progressive Assn. Inc.  as a result of the Hearing and Proceedings on the construction of Westchester Drive extension.

 

Liaison Group Meeting 9 October

Review of issues:

Fulton Hogan to check that there are signs on Middleton Road to indicate that there are roadworks happening, as there still appears to be some confusion with traffic.

There was a request from the Community Liaison Group that Fulton Hogan test the noise levels of the heavy equipment when they start again on the hillside.

 

Work planned for period 9 October 2012 onwards

Seal the road from Lakewood Avenue to Stebbings bridge.

Move gate barrier further down Westchester Drive toward Stebbings bridge.

Tidy up the Churton Park end compound.  The main compound to be moved toward the Middleton Road end of the project.

Weather dependent, the middle section earthworks should be able to be completed in four weeks.

Start footpath and services by wall 2 in the middle section.

Beams placed for the Middleton Road bridge.

Roundabout should be operational by the end of November.

 

Work completed for period 22 August 2012 – 9 October 2012

Ongoing maintenance of the channels and ponds.

Removal of earthworks from cut by Middleton Road bridge.

Liaison Group meeting 21 August

Review of issues:

Fulton Hogan to check recent work completed on Middleton Road driveways.

Fulton Hogan advise that the completion date for the project to be revised.

The road will not be open to the public until the project is completed.

Boffa Miskell's data on the monitoring of the stream during the project was discussed.  Boffa Miskell test the stream at two points:  (1) directly after the dam and (2) by the bridge at Rowells Road.  As the second point was after where both the Stebbings and Middleton streams join, the data was showing that the water was cleaner once it had been passed through the roading project!

There was a request from the Community Liaison Group that Fulton Hogan test the noise levels of the heavy equipment when they start again on the hillside.

The availability of a landscape plan.  As per the agreement with the council a final landscape plan will be sent to the Glenside Progressive Association for their information.

Work to be completed by Fulton Hogan outside of the agreed hours.  As part of the agreement Fulton Hogan needed to advise a representative on the Community Liaison Group of any work to be completed outside of the agreed hours.

 

Work planned for period 21 August – 9 October 2012

Clean up of the channels and ponds.

Continuation of the earthworks on the hill in the middle section.  This is weather dependent.

Continuation of earthworks from cut by Middleton Road bridge.  This will be transferred to another site on the project.

Continuation on the Middleton Road bridge:  concrete caging ready for piles.  It will be six weeks until the bridge is complete.

Continuation on the Middleton Road roundabout.  This will be another 4-6 weeks before completion.

 

Work completed for period 19 June 2012 – 21 August 2012

Joining of the service ducts and pipes at the Churton Park end of the road.

Handrails and footpath on the Churton Park bridge near completion.

Recycled asphalt has been laid on the road in the middle section.

Drilling of piles on the western embankment of the Middleton Road bridge now complete and drilling equipment has been removed.

Work of the Middleton Road roundabout:  Underground services have been laid.

Review of issues:

Fulton Hogan advise that they are still working towards the end of 2012 to have the road completed.  This is weather dependent.

Stream monitoring

There are currently two systems in place for the monitoring of the stream:

Monitoring water quality of Stebbings Valley stream is undertaken by Boffa Miskell, who have monitors placed above and below the work site.

Fulton Hogan take water samples weekly from the sediment ponds to ensure that if the ponds are at capacity during a large rain event; that any water discharge (following a controlled and filtered process) is of the highest quality possible.

All testing data is sent to the Greater Wellington Regional Council.

There was a request to view the Boffa Miskell’s data on the stream.

There was a request that Fulton Hogan test the noise levels of the heavy equipment when they start again on the hillside.

Landscape plan

As per the agreement with the council a final landscape plan will be sent to the Glenside Progressive Association for their information.  Planting would begin in October.

Heavy Traffic Glenside Road

Access via Glenside Road would be needed to bring the crane through for work on the piles on the Middleton Road bridge.

Work to be completed by Fulton Hogan outside of the agreed hours.  As part of the agreement Fulton Hogan needed to advise a representative on the Community Liaison Group of any work to be completed outside of the agreed hours.

Laying of service ducts and pipes at the Churton Park end of the road is now complete.

The Churton Park end bridge is now ready to be used by construction traffic.

Liaison Group meeting 1 May

Review of issues

Vehicle and radio noise, general disruption and some weekend activity at the Churton Park site was raised.  Part of this may be a result of other work happening in the area but Fulton Hogan would speak to their contractors.

Recent Sunday work on Middleton Road was raised.  This was emergency work on the power cables and was not related to the Westchester Link road works.  Fulton Hogan agreed that if there was any weekend work that they needed to do they would advise the Liaison Group and the community.

The question was raised about if there were any plans in the future to bring heavy equipment through Glenside Road. At this stage there was no need for heavy equipment to be brought in.

There had been concern at the level of noise from the machinery on the hillside in the middle section (scraper and bulldozer, especially when working together). Testing of noise levels was completed at the corner of Glenside and Stebbings Road to monitor the machinery.  The readings were at an acceptable level when measured.

Planting of trees in front of Walls 2 and 3 down the end of Glenside Road.  Fulton Hogan were still waiting for a landscape plan from the Council.

Work completed for period 20 March – 1 May

Started to put in the service ducts and water pipes at the Churton Park end of the road.

Bridge beams now in place on the Stebbings Road bridge.  Bridge will be ready for construction traffic in a month’s time.

Lowering of the road in the middle section has now happened.

Earthworks have started on reshaping the hillside in the middle section.

Work continuing on building up the bridge wall and back filling on the western part of the Middleton Road bridge.

Kerbing on the far side of Middleton Road and Westchester Link now complete and part of the road has now been raised and chip-sealed.  Now ready for traffic to be diverted for the next stage of the Middleton Road and Westchester Link intersection.

Review of issues

Safety message

There have been reports of children playing on the construction work site after hours. Residents are reminded that the work site is a restricted entry site because of the many hazards present and unauthorised persons are not permitted for their own safety.

 

Concerns raised through Liaison Group:

Increasing dust build-up on houses especially at eastern end

Water cart is onsite and residents can make specific requests if dust and wind is causing issue on a given day.

Informal arrangement to hose specific houses once the main earthworks are complete – probably early March.

Trucks not covered on exiting site

FH have spoken directly to sub-contractors and this is being addressed.

Large water ponding with heavy sediment at turnaround area of Stebbings Road.

Appears to be connected to a groundwater rise feeding it just above ponding point and noted there was a ponding point here before project began. Silt fence in place and is monitored. Felt to be working to filter run-off. This section to be graded and levelled with grass swale when western bridge completed

Not considered issue by FH at this time but FH will look at it.

Notes

The main route shape is almost complete with a cut through to the eastern and western bridge abutments imminent.

As the road approaches the eastern end the MSE wall is now in place and the road bed is being lifted using rock removed from the batter cuts. Additional rock removal as batter is cut back on 1:1 slope will be used to fill abutments for the bridge.

Remaining lower trees and shrubbery between wall and stream will largely stay. An undulating strip of earth at the base of the wall will be covered with topsoil and is to be hydroseeded to reduce run-off, prior to first planting going in this autumn.

The eastern bridge required the building of an abutment on western side. Work is approximately 6 weeks away from commencing the actual build to traverse the stream.

The western bridge now has the central pier and temporary scaffolding around it prior to the construction of the pier head. The process has minimised the impact on the stream and required no works in the streambed.  Completion of the pier head is expected to take the next month.

The construction of the western bridge abutment on the eastern side will require transport of approximately 12 panels on small trucks along Glenside Road and through the central section of the road. Anticipated loading is 6 truckloads a day over two days. Exact notification of this will be given closer to the time.

A second pier head will be required on this side prior to spanning the bridge at the western end.

A final Landscape plan is anticipated in April/May.  This has not yet been submitted for final approval to WRC but will be sent to GPA for comment prior.

Services such as street lighting, power and water are going in over next months and will largely follow the left hand contour of the road as it travels west to east.

 

Work in the next month

Completion of roundabout with symmetrical replica of kerbing and surface on bridge side of Middleton Road.

Construction of western bridge pier head

Commencing kerbing construction at western end form existing Westchester Road to bridge

Anticipated decision form WRC regarding additional resource consents required for change of batter slope at western end chain

Addition of drainage and storm water systems to roundabout
